Job Description:

JOB SUMMARY

To serve as the independent guardian of HR governance, regulatory compliance, and approval matrix discipline across the

Group.

This role ensures HR operates within structured workflow, legal frameworks, cost control policies, and enterprise risk

management standards.

The position exists to eliminate informal HR practices, prevent regulatory exposure, and institutionalize compliance

discipline.

‒ Protecting the Group from labor law and regulatory risk

‒ Enforcing HR workflow and approval matrix integrity

‒ Monitoring payroll and benefit statutory compliance

‒ Ensuring documentation completeness and audit readiness

‒ Maintaining HR risk visibility at Group level

KEY ACCOUNTABILITIES

Governance & Workflow Integrity

‒ Enforce adherence to approved HR policies, SOPs, and decision rights matrix across the Group.

‒ Monitor and report any workflow bypass, undocumented approval, or governance breach.

Regulatory & Labor Law Compliance

‒ Ensure full compliance with labor laws, statutory requirements, and employment regulations.

‒ Maintain updated regulatory register and proactively identify compliance gaps.

Payroll & Benefits Compliance Oversight

‒ Conduct independent validation of payroll accuracy, statutory contributions, and benefits-related tax filings.

‒ Detect, investigate, and report payroll or compensation irregularities.

HR Risk Management & Control

‒ Establish and maintain the Group HR Risk Register (financial, legal, operational, reputational risks).

‒ Perform quarterly risk assessments and recommend mitigation controls.

Audit Readiness & Documentation Discipline

‒ Ensure 100% documentation completeness for HR processes, ER cases, hiring approvals, and compensation decisions.

‒ Lead HR internal audit preparation and compliance review cycles.

Escalation & Corrective Action Governance

‒ Escalate high-risk compliance breaches promptly to Group HR Director.

‒ Track resolution of governance findings and enforce corrective action closure.

JOB REQUIREMENTS

(Education, Qualification/Skills/Behavior, and Related Experiences.)

‒ Bachelor’s degree in Human Resources, Business Administration, Law, or related field.

‒ Master’s degree or HR certification (e.g., SHRM, CIPD) is an advantage.

‒ 5+ years of HR experience with at least 2–3 years in compliance or risk management.

‒ Strong knowledge of labor laws and regulatory frameworks.

‒ Experience in internal audit or compliance management is preferred.

‒ Strong knowledge of employment law and compliance requirements.

‒ Risk assessment and internal control expertise. Excellent analytical and problem-solving skills.

‒ Strong documentation and reporting ability, High integrity and ethical standards.

‒ Excellent communication and stakeholder management skills.
